Serve as a General Engineer (Project Scheduler) incumbent is delegated authority and responsibility to manage and administer contractual, engineering, and environmental requirements and specifications of construction projects in a designated part of South Korea. Responsible for management of construction schedules and coordination with Project Engineers and Office Engineers. Construction projects are usually conventional in nature and include both new construction, maintenance and repair, and environmental work. The position is required to apply comprehensive knowledge of project and program management, contract administration, time impact analysis, and other functions necessary for assessing and implementing the full and efficient application of construction schedules utilizing Primavera P6 as well as professional knowledge associated with civil, structural, mechanical and electrical engineering disciplines and architecture. Applies a thorough knowledge of schedule management principles and an understanding of the Corps of Engineers organizational structure, functions, business practices, procedures, techniques, regulations, and guidance. Works with Project Managers, Area/Resident and Project Engineers, Program Analysts, and project office engineering staff to ensure that all project schedules are technically and logically correct to administer the work. Ensures all policies and procedures are utilized when reviewing contractor schedules. Performs schedule review and evaluation of durations, logic, and overall schedule structure to determine schedule maturity and identify potential issues that may impact project completion for all assigned construction projects. Estimates and reports on expected time of completion of project and interim milestones and prepares concise reports thereof for project execution monitoring and progress reporting. Performs Preliminary, Initial, and Monthly Schedule reviews to ensure compliance with contract specifications. Requires expert knowledge of scheduling techniques and Primavera P6. Ensures estimated completion range for targeted activities; based on early start, early finish, late start and late finish dates are calculated factually. Ensures intensive review and analysis of proposed versus actual accomplishments are conducted. Prepares reports and briefing charts for management; clearly communicating impact of the current schedule status, forecasts of delay or acceleration and identifying concerns. Prepares project documents for the Area and Resident Engineer and research regulations, directives, and identifies conflicts, non-compliance, and recommends potential solutions. Manages on-site supervision and inspection of construction and environmental activities on assigned projects. Ensures that the construction activities are achieved by attending weekly construction meetings at the project site. Reviews and evaluates field staff construction progress, recommends field and office engineering changes for consistency with contractual provisions, specifications and cost estimates. Professional Support. Coordinates work schedules with Resident Engineer, Project Engineers, and Office Engineers. Provides leadership and issues instructions pertinent to accomplishment of the mission. Plans and coordinates work with junior employees; sets priorities and schedules based on the difficulty of work, duties of other staff members and availability of resources. Assists the Resident Engineer in performing personnel management tasks for junior workforce including advising and instructing employees, resolving work and administrative problems, administering leave, determining, and providing for training needs. Provides technical and administrative advice and guidance to Junior employees. Performs other duties as assigned.

Qualifikationsanforderungen

BASIC REQUIREMENTS: Applicants must have completed a full 4-year course of study in a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered, or possess class I professional engineer license in the field related to the job for which being considered.
