Serves as the Supervisory Engineer and DRE in the Central Resident Office, advising the RE and providing direct supervision to the office's professional, technical, and administrative staff in the execution of a program valued at approximately $200 million annually. Performs ACO duties upon qualification and written delegation, on a recurring basis, including change management from inception to execution: establishing the basis for change; requesting and evaluating independent Government estimates; leading fact-finding (Basic Change Document); approving Pre-negotiation Objective Memorandum (POM), approving negotiated price and time; approving complete records of negotiation (Price Negotiation Memorandum, PNM); and issuing bilateral modifications within the limits of delegation (typically up to $500,000). Receives, evaluates, and investigates contractor requests for equitable adjustment and claims, coordinating with Contracting, Counsel, and technical SMEs as needed. Reviews and approves, or recommends approval consistent with delegation, contractor progress payments, retains/retention release, assessments of liquidated damages, and final payments. Directs document control and correspondence for submittals, RFIs, design clarifications, proposed/requested changes, meetings, and inspections. Serves as the first-line supervisor for a large, multi-disciplinary staff of U.S. and Korean National personnel that typically includes KGS-12/11 professional engineers, construction control representatives/inspectors, engineering technicians, and administrative support; may serve as the second-line supervisor for employees subordinate to a designated KGS-12 supervisory/lead engineer, as applicable. Exercises full supervisory authorities on a regular and recurring basis: plans and assigns work; sets and adjusts priorities and schedules; interviews/selects/recommends candidates; evaluates performance and recommends awards; addresses conduct and performance; ensures EEO, labor-relations, and safety compliance; coordinates work across organizational elements. Establishes methods, procedures, and records necessary for efficient operations and workforce development; mentors staff and builds succession depth; leads cross-training and acting-lead coverage to ensure continuity.Directs Government QA activities and field engineering oversight for construction ranging from highly technical, specialized facilities to complex renovations. Interprets contract plans/specifications and requires conformance; validates contractor QC systems and testing/commissioning plans; evaluates field progress, non-conformance reports, and proposed engineering changes for consistency with specifications and cost/schedule impacts; maintains configuration control. Provides expert technical guidance to staff, customers, and stakeholders; elevates and resolves systemic issues early. Leads pre-final/final inspections, acceptance, and orderly transfer to using services, ensuring O&M data, as-builts, warranties, and training are complete. Performs other duties as assigned.

BASIC REQUIREMENTS: Applicants must have completed a full 4-year course of study in a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered, or possess class I professional engineer license in the field related to the job for which being considered.
